GUIDELINES FOR EFFECTIVE COMMENTS Anyone can comment on federal rules, and in many cases this is a good way to make sure your perspective and interest is represented. If you do not give input you will probably not be heard. A good way to make a comment is to send in a letter of comment addressing specific concerns. The effectiveness of these letters can vary, so it is important to make your letter as effective as possible.
